You can wire the amount through Kuwait and deposit it in an exchange, and they'd get converted to $.
Don't think they would report, you can email the support. What exchange are you looking to use?

So i have about 40k Kuwait dinar is there any exchange that would take that for bitcoin?  I know if it were usd it wouldnt be an issue but dont know for other currencies.
as of now i've been exchanging it at the airport for USD little by little but i would love to get rid of the whole batch without incuring a tax liability ( ya i know i'm trying to avoid taxes) i saw wire instructions for some of these exchanges so i figure i could go back to kuwait and have them wire it to the exchange but i dont know if the exchanges are required to report it if over a certain amount.
