The sender think the receiving address owners are very rich in bitcoin and probably will spare some bitcoin to them. I think the change of geting any response is very low. You, just a anonymous bitcoin address we only know, can claim any sad story and beg for money. They are wasting their dust amount of bitcoin. Why don't they ask for help from around them?

you can send without fee but you risk the transaction does not reach.
There are tons of bitcoin dust tx with messages begging in the blockchain, I wonder if someone has ever got anything

I saw a comment in another thread wondering how some very small transactions are worthwhile unless they somehow avoid the miner's fees.
