I read these threads. So first and foremost thing is we must post thread from a high rank account.
The matter is not limited to old accounts with high ranks, but rather to Bump score, and the effect of each procedure is linearly analyzed over a period of 36 hours:

 - Base bump power: It depends on activity and merit over the past year, "If it is zero (as it will be for beginners) it will have no effect.
 - Mini bumps: Posted a topic in the last 7 days.
 - Super bumps: Once every 24 hours, you can click on the bump link.

Well, anyone can post in ANN thread even if they are newbies it will come up into the first page of the board if there is who likes and reply to your ANN thread. Most common cases are if the owner of project will use newbies just to bump ANN thread. That was strictly against forum rule. Perhaps, it is good if you avoid this kind of activity. Indeed, DT members here in the forum will take action. Your Bitcointalk account profile will have negative feedback and maybe this is not a good impact to your project.

Not really. It's more dependable on earned merit rather than high ranks. Anyhow, if you have an interesting ANN thread, other users might post in your topic which might bump your topic and some even use the "bump" link. So, the better your ANN topic, better are the chances of staying on the front page.

Normally when we post on any thread, it is promoted to top slot of page 1 of that forum. But thats not the case here Bitcoin Forum > Alternate cryptocurrencies > Announcements (Altcoins)

On page 1 there is very abrupt behavior (https://i.imgur.com/kv5LdDk.jpg) there are posts on page 1 that have comment from today followed by the one that have post from yesterday then again from tomorrow.

Can somebody please tell me how posts on that forum are ranked?
are the one on page 1 are paid announcements ?
