You could import the private key to an offline wallet. Sign the transaction offline and broadcast it online on a different system.
However, this defeats the purpose of an offline wallet, since at this point it would be the same as running an offline wallet.

You can also try Bither, its an open source wallet.( best one for ios in my opinion).
to scan a private key go into advanced settings and choose import WIF.

imho best way is to download mycelium (https://play.google.com/store/apps/details?id=com.mycelium.wallet&hl=en) and import it. anyway, use non-rooted "clean" phone, if amount is huge, I even recommend to buy new one just for this purpose. officially:

    Select your destination address
    Select the amount
