Market has driven by manipulators. AMF is really different with SEC, after i read the whole of the article regarding regulation of ICO in the Paris. I have gotten some points about that. The existing ICO that still on its operation will not be banned or halted. But new ico will have needed to complete all of the requirements to get licensed from AMF. Perhaps the bear market has arrived, and no good news can cause the market to rise.
That means the existing ico project in Paris will be fine. But new icos should give guarantees to the investors.

Sorry but I think the first country to do ICO legally as in done by the state government is already happened,,, this is with Venezuela. In the European Union, I believe Estonia will be the first country to launch an ICO this year. Forget what it is called, but it is done 100% with the government's investment arm.
