The proccess running error is because after installing parity it auto runs in the background.

The parity signer: pending window flashing over and over was a problem with internet explorer.
Use Google Chrome

When switching to google chrome it asked me to type some code and put in a token something....
I did not understand that. A workaround is just making google chrome your default browser.

Anyway, I got it up and running and I can now send eth at ico start block!!!!
Getting the timing correct.... That is a discussion for some other thread.... Ahhhhh.

I installed parity wallet to try out the feature to send on a block.
I went to have the transaction send on block 3884500.
Now I have Parity Signer: Pending and it will not close.
I can not access my eth.

I already tried this:

open with:

parity.exe --geth

when I tried that the terminal said,
unable to open process is used by another app.


I am pretty worried, I can not access my eth.
Thanks for any help.

edit: Windows 7

When I try to access parity from cmd in windows I get:

> parity.exe

  Client service error: Client Database IO error: Failed to create lock file: ....... is being used by another process ...
