You would need the old password to make a new one.

But if you have the private key of the address that contains the funds or the Electrum Seed you can just make a new wallet and restore it with your seed and/or import the private key and you'll be able to use your bitcoins.

Hi,
 I have used my wallet for quite a while and have just forgortten my password, I still have the key, but cannot transfer
any btc, can anybody help me with the information how to reset my password?
