Let's say you sign up under me at cex.io, I get 3% of the gh/s you buy.
Instead of signing up without a referral, there will not be 3%. This way, whatever amount you buy, I will receive 3% of that, my offer is that I will pay you each week 80% of the 3% I get from you.
