I'm really not afraid of getting my bank account closed as I won't be doing anything shady, I'm also not asking for bitcoin debit cards most of them either don't accept my country or have limits on it which I can't raise even my providing my ID details. Instead, I need a service like PayPal that accept linking a Visa Card to be able to trade my bitcoins with and eventually withdraw to that visa card that I made my on local bank.

Yeah, bitcoin is used in legal ways too(that's what actually should), I wouldn't worry too as everything will be legal, I'm thinking too for a similar way how to find a way to link a local bank account with bitcoin and use on both ways. Have you decided which one to choose yet or any other indirect way to solve this issue?
i think most of the people are using bitcon for legal activities and may be a very little number of people may be using it for illegal activities, hope in future bitcoin will be only use for legal activities.
Quite the opposite actually, many people are still don’t know a thing about the hidden intenrnet, probably you don’t know this so look it up on google, the internet we surf every day from facebook and twitter and this forum are only 30% of the actual internet the other 70% is split between dark nets and black markets where drugs hacking and even guns get bought and sold and what do you think they use to hide their asses, no other than the bitcoin so imagine the value of the transaction they go in their compared to the ones that we do.

Without trying don't expect a 100% useful answer, to keep it short and simple I would try and search more for Payoneer. Next I would search in google for paypal alternatives where some of few results suggest Payza (or as known as AlertPay in the past), Skrill (known as MoneyBookers), Skrill and Payza are for a long time and I would suggest to give a look to them and compare which one is good and which one you can use (if it isn't accepted in all countries).

I decided to stop virtual visa cards for the risks involved here as my account could get frozen or something, I made a request at my local bank and I got the visa card however for some reasons, It didn't work for PayPal and I want to continue trading bitcoin with something else that allow linking a Visa card and withdrawing funds to it. I don't care about the fees as long as they are fair.
Why don't you just request a debit card from your bank ? If you did ask for a visa card, I am assuming you didn't have anonymity issues. You could also buy one of those online visa card generators, which I believe can be used for paypal.

The risk is high as we have seen many people claiming that their account is getting closed from their bank which issued the card but not from the company we used to use their services. But have you tried to use their real plastic debit card and to link that with PayPal. I have got mine from CryptoPay and I think their fee is around 1% or a little more but haven't linked with PayPal. If you are interested in only a visa card then you may check the Payoneer, check for the reviews and check if still works to link with PayPal.
in my country we do not have such  facilities to use card for converting card and therefore we are using ordinary methods for doing so. hope very soon we will also be using such facilities in our country.

In this situation I think you want to withdrawal the money on the Visa into bitcoin or something along those lines, and I'd have to say that it's possible but it's something that is going to cause you to lose at least 15 percent - 30 percent on whatever is on the card due to the amount of risk relating to it and the amount of sellers that know of this risk.

But, if you'd still like to withdrawal what's on the card I'd use one of the big exchanges such as Paxful or Local Bitcoins (to ensure you're not scammed) and to follow everything that's on their sites, the process is rather easy and quick + anonymous.

I do hope you bought the VISA card with cash and still have the receipt in order to confirm this too, as this is usually vital in order to let the sellers work with you. Good luck buddy.
