Different nations have different requirements to verify a PayPal account. If you don't want to give your SSN, then you have no choice but to wait for the stipulated 6 months.
i don't know about SSN that you talked about. but i have verified paypal account. I've got verified using local back account. I already have it since about 14 years ago and never have any problem about limited so far.
You have to wait for 6(six) months if you don't want your paypal account get limited and don't want to verift it without SSN, i'm still waiting too, it's already been 4 months, still 2 months to go,

If your PayPal account got limitations and demand Social security number (SSN).
Then you must add SSN number in your account for removing limitations , if u are
unable to provide documents and SSN ,then you need to be wait for 6 months for removing limitations auto. PayPal is very strict now.
