No doubt this is a hacked paypal funds and everything is wrong with it including your selling price.
Paypal account can be used in 90 % places in the world.so if you have $1500 dollars on it and you are the owner you will spend it yourself and not be selling it . This is illegal and also against the ToS of paypal.
I would not advise trading with this user due to negative feedback. However if this account is yours just spend the money and buy BTC, anyways I think it's stolen, this is not allowed. Thank you.
