These card are issued by a gambling and a betting company (lottomaticard) in italy.

Card type : Mastercard with 16 digit code + 3 digit secuirity code
Each Card comes with IBAN (bank Code) : which permit bank-bank transfer

The prepaid card has 4-year expiry date.
Card holder can check movement of fund,bank-to-tranfer,get paypal confirmation online via www.cartalis.it/cartalis/prepagata/index.jsp   (i'm not sure if, this site is accessible to people outsite italy)

Recently, i found out a place to get such card without the use of document. the only problem here is the card are sold unactivated. So buyer's  need to activate the card through paypal official website https://www.paypal.it/prepagata/index.html by making a small bank transfer $20-$25 to the indicated paypal bank account.

The NAME and ADDRESS on this bank where you are making this transfer MUST correspond to the NAME in your paypal account or to the NAME/ADDRESS which you intend to use in your paypal.

This is a form of security verification system but, i have found a way to MAKE ALL these verification on your behalf with a given name and with online bank verification system
