Paypal should make some rules to buy sell or trade with bitcoin on ebay & paypal

Paypal has no rules and people are not able to buy sell bitcoins directly on its platform or ebay, you can only sell bitcoin as a mining contract on ebay and sellers afraid to sell because there are number of scammers, even the buyers are afraid to purchase because many sellers do the scam other people.

These rules should be:
1. When a user buy sell or trade bitcoin on paypal or ebay, the buyer must provide a new btc address where there must not be any previous transaction
2. Upon providing a transaction hash which is verified on that address (matching the btc amount whichever purchased) can release the funds of the sellers and then buyer should not be allowed to open a claim or dispute, currently ebay does not recommend to sell counterfeit items as it is a violation of their terms of service, I don't think that such kind of terms can allow bitcoin to be accepted/adopted worldwide since people cannot trade with bitcoin
3. Ebay and paypal must offer money back guarantee if someone trade with bitcoin, how this is possible? as elaborated above if paypal uses the above method for sellers and buyers to provide the transaction hash which should be verified on blockchain network then funds to seller must be released and buyer cannot be able to open a dispute while on another hand, if the seller accepts bitcoins then that transaction should be on paypal network, paypal should hold the bitcoin until the buyer has received the item, in case if the buyer does not receive the item, that transaction should be sent into buyers ebay wallet if paid by the blockchain network or it should be sent to buyers paypal wallet if paid by the paypal account, I hope so if paypal implement such method then it is certainly possible to open the doors to buy sell with bitcoin worldwide and both platforms can be able to offer money back guarantee.
