1) Buy Dogecoin with PayPal from weselldoges.com.
2) Buy Butcoin with Dogecoin from Bitin.io.
3) Deposit Bitcoin to your OKPay account.

An estimate fee of 15% or less was charged when my friend bought Dogecoin. I think it isn't high. Similar fee is charged when trading in this forum.
