It's simple than you think the buyer want to get his funds back and paypal approves it, it is not recommended to use paypal

What for you need to use PayPal for? If it is for trading with random people from the internet and maybe you want to buy BTC with it, then forget it.
People don't like to do this - PayPal transaction can be reversed up to 180 days. There is no transaction fee or anything when you are sending money to your friends and family but the risk of chargeback is real.

With PayPal, you can reverse transactions. Once a scammer sent you money, he can contact PayPal support to reverse his transaction. You gave him a good or a service, for which he did not pay (because he got his money back).

You can't do that with Bitcoin. As simple as that.
