It Really Does Make Sens, they are building network (exchange). so if users like to trade in this network they must buy PAX in order to buy Paypers (shares on Bitcoin etc.) that explain the number of PAX issued it will support the liquidity and let as many users as possible to participate in the network.
it's like the new York stock exchange you must have $$$ in order to buy apple shares, if there will not be enough $$$ traders will not be able to buy the shares or the value of the $$$ will rise extremely.

Pre-sale has crazy plan 4 billion coins will be sell at 0.0002BTC so that is equal to 80kBTC which sounds terrible plan. I think total supply is too high as compare with the token price. If all tokens will get sold than total supply will over 12 billion.
