Your host (motherboard) would need to support lane splitting and multiple end point assigned to a single slot.
It is part of the spec but my understanding is 99% (# pulled out of my ass) don't and nobody indicates if they do or not.

I came across several of these, and had the idea putting one in an lga1156 mini-itx to split up the single 16x slot for multiple PCI-E slots.  They are apparently designed for servers, have no PCI-E controller, has anyone ever tried them out?
