I found one on ebay for 30$ including shipping so i'm probably going to buy it unless i find a PCI to PCI-E cable which would be much more ideal because it's only a 1U rack i got so mounting a graphics card is going to be a bit tricky

Nope, PCI-E 1x should be fine - in theory! Being cautious, however, I'd suggest trying one out first if you can - unless the PCI -> PCI-E card is cheap enough to not matter if it doesn't work? 2) it's PCI-X to PCI-E, not PCI to PCI-E

Also before anyone asks why i need it: Some time ago i got a free rack server that has just been collecting dust so i figured i could convert it to a miner if i buy a few gfx cards for it

it's not only a riser, there's some processing involved that converts from pci to pcie
