From what I've seen there are no high current, 30 amp(7200w@240v), single 0U PDUs for a 24U cabinet, only 42U. There are 2U units (switched and metered) that will handle up to 32 amps(7680w@240v) from APC...
The Bitmine Coincraft Rig and KNC Neptune should be 4U or 6U, which would only be up to half of your rack space. Leaving room for one of the 2U PDU units if you just want to have one PDU. I would recommend the Switched PDU so you could reboot the units remotely if needed.

Even a 32A 2U won't meet his target.  That's only going to allow for 6.1kW continuous load.

No.  The linked PDU is a 20A unit that has been (properly) derated 80% down to 16A.  That means it's only rated to support a load of ~3.8KW.  

Get two of them.  If you want to run 7kW, you need one that supports a load of at least ~36.5A @ 240V.

I have a 24U Rack Cabinet, I'm new to owning or administrating a Rack.

As a pre-order junkie, I still have a couple of machines that I'm expecting to arrive (fingers-crossed) in the next Two Weeks (TM).  A 2TH/s Bitmine CoinCraft Rig, and a KnCMiner Neptune.  Both of these devices could potentially draw up to 3kW of power.  If all goes well, in the future I'd like to add a third large miner drawing 2 to 3kW as well.

I live in New Zealand, and we have a standard 240V power supply.  The electrician has installed four 15A plugs for me.  Each plug can supply 240 x 15 = 3.6kW max, although I'd play it safe and limit it to 3kW max each.  There is a 9kW total limit on the cable supplying these 15A plugs, however I'm hoping to draw around 7kW max.  I can get the electrician to directly wire in a PDU, if I buy one.

If PDUs work the way I think, a PDU could allow remote power management.  I could see how much power each unit is drawing, also total power draw, and remotely power cycle an individual unit if required.

These are the features I want in a PDU:
* Zero U vertical rackmount.
* Fit in a 24U cabinet (not 42U, it wouldn't fit).
* Power points all supply 240V.
* At least 10 power points, at least 3 of which can supply 3,000W (i.e. 15A power points).

Here is a example product I found (that is sold in NZ):
