Personally, I would agree with you. Check out the ConcourseQ community's review (https://concourseq.io/Q/PETRO) of Petro I think we have found some common ground. If you would like to add to this DD, all you need is an account to do so.

The following isn't done by me, here is the link of the person who has done it https://bitcointalksearch.org/topic/m.30827665

The Petro was launched on Tuesday, February 20 with last minute changes, such as having made an agreement with Nem and Zeus

https://twitter.com/PresidencialVen/status/966110687310336000

Later, NEM denied what was mentioned by the president with the following tweet: The NEM technology is freely open to any individual or organization that wants to use it. The NEM Foundation abstains from political endorsements. We can confirm that the Venezuela Government is intending to use the NEM Blockchain

https://twitter.com/nemofficial/status/966145370060279808

After this, Maduro claimed to have obtained $735.000.000 USD for the sale of the Petro, fortunately the Blockchain Technology doesn't lie and there's a totally transparent record of all transactions

NEM Blockchain: http://explorer.ournem.com/#/s_account?account=NCGBBZKOTERO3EXMPPCNDNDXZQQJXBEMWWO7MB66
ETH Blockchain: https://etherscan.io/token/0x1ec10eab27b76968cd8b854914cc6eb9f886ce27

The blockchain didn't register the amount claimed by Maduro, only have 18 transactions out of a total of 3.114.542 Petro, which would be approximately $165.070.726 USD (last 13 transactions of ETH and 5 of NEM)

The government announced a non-existent collection and called on media to make a international news, since these don't have the necessary knowledge to really verify the information

Now Maduro magically has a suspect capital not coming from Petro transactions for a total of $735.000.000 USD

1. What i see in the aforementioned is FRAUD, i think that it's not necessary to explain why

2. Oil can't be a guarantee of the Petro since it're public property and are inalienable (Article 12 of the Constitution of the Bolivarian Republic of Venezuela http://pdba.georgetown.edu/Parties/Venezuela/Leyes/constitucion.pdf)

3. The deputy to the National Assembly and member of the finance committee, José Guerra pointed out that "the reserves (oil) are in the subsoil and haven't been exploited yet, are explored, quantified, but not exploited, extracted''  http://www.elimpulso.com/home/guerra-petro-reservas-petroleo-no-pueden-darse-garantia

With a suspicious capital not coming from the sale of the Petro, without guarantee and a deputy affirming that there aren't oil physical reserves, i say the Petro is SCAM
