That must be the notification of the new feature of v3.3.3: Automatically check for software updates.
Remember the confirmation message the first time opening Electrum v3.3.3? If you selected yes, it will be enabled, disabled if no.


As you can see here: https://electrum.org/#download, Electrum v3.3.4 is now available to download.

Like DireWolfM14 said it might be a legit notification from electrum if you don't feel safe much better to go directly on electrum official website from here https://electrum.org/#download and download and then install their latest version of electrum 3.3.4 which you can find from their download page.

The usual phishing scam comes when you tried to broadcast your transaction, so that's not the same thing. What you see is not a phishing scam, it's a new feature.

Btw, you should be active on this forum so you won't miss any important updates, to make sure you won't lose your funds again.

  Last week I lost several BTC to the Phishing scam, I was using a older version of Electrum. I told my story on this forum and received several responses that I appreciated. I like to hear from intelligent people. I like hearing what they think.
I downloaded version 3.3.3 onto a new PC and now I am getting a message in lower right-hand corner that says "UPDATE TO 3.3.4 IS AVAILABLE." I thought version 3.3.3 was immune to the phishing scam. Can someone explain this? This is a new pc with version 3.3.3 downloaded just yesterday.
