I am using coinbase for my local transactions (during sell on local markets). Coinbase off-chain (email to email) totally free. It will not any transaction cost. On-chain transaction (bitcoin address to bitcoin address) will cost you accordingly. Fee isn't fixed, its depend on coinbase how they calculate it. I have remembered, even couple of days back I have sent even $0.20 (off-chain) during local sell. After send bitcoin price were little down. So I refilled buyer account with that amount to make round figure since we sell it usd price based.
Since, it's offchain and taking place on their platform, you can send as lower as 1 satoshi or 0.00000001 satoshi as well.
AFAIK there's a minimum amount to send between coinbase users and not particularly 1 satoshi if I remember correctly its 1 USD. 
Actually, if you will navigate to the Withdraw page, there will be a noticed there:
"To avoid network fees, send to an email address"
However, the Withdraw page can only be accessed if there's an active fund on a specific asset.

Active marketing I think is the reason and there's not much competition. Back then, almost the majority of their counterpart is also covering the fees for any transfer of their customers e.g XAPO so I think that's not the reason why they able to attract many users back then.

It's not only coinbase that charged transactions for free before but many wallets did as well. I can still remember those young fine days of mine when I have started knowing about bitcoin. @OP, it's clear to you now that transactions like this are for free but with some certain condition of sending it thru the email address of the recipient. Since, it's all been answered now, you're free to lock the topic.
I haven't checked it recently, but in past Coinbase to Coinbase transfers always were free. But IIRC, you should use email address of your recipient, instead of his Bitcoin address to avoid paying a fee.

As above said, coinbase to coinbase is free of fee because it's taking place offchain.

It is free. Use your recipient's Coinbase registered email and not their BTC address. Be sure to type it correctly.
The minimum amount that can be transferred is....come on you can check this by yourselves once you are now on the Withdrawal page.

I don't think that it is free, because when you send btc to another btc account in the Coinbase platform, Coinbase is only a management platform, the btc or any other cryptocurrency are running in their respective blockchains. thus a fee has to be paid for any tx you make, that fee is what miners get paid for verifying tx with their computers.
I don't know whether transactions between two coinbase accounts are free or not. But generally, it's possible to send bitcoin free as long as the transaction is made off-chain. Assume that you and I have an accounts on an exchange. The exchange keep our funds in their own wallet and only show a number as our balance. (Bitcoins are not stored in our own addresses).
So, technically it's possible to increase your balance and decrease my balance when I send you some bitcoins. These kind of transactions can be made using email addresses, usernames, etc without making a real on-chain transaction.

As far as I know, transactions taking place between two coinbase account and wallets does not incur any network fee. You have to pay miner fee if you making transactions to an external wallet. You probably can't change the fee (never bothered to check 
).There is no fixed minimum amount of BTC that you can transact from one coinbase account to another.
Isn't their CEO who patented the project where sending BTC via email is now available within coinbase which I believe its transaction is free as well. The concept isn't new but I think it works like LN where there is a channel for all coinbase users. I don't know if that clears your doubt but I think right now you are the only who can confirm it to us. Hope you reply back here about your experience. I would like to know as well.

Coinbase does not charge network fees for digital currency transfers from one Coinbase wallet to another.

Even when you send a tx from a native crypto wallet like DeepOnion, when you send ONION you are still paying a fee for the tx.
The fees are the motivation or incentive that keeps the blockchain working, many new and better blockchains are charging very low fees.

AFAIK, it is if you send to someone’s else email. If you sent to someone’s address, the transaction will occur on-chain.
