I think you're wrong about acronyms. Your source shows this example:

"She has an MBA, but chooses to work as a missionary."

I'm not aware on any plausible pronunciation of "RCE" that would start with a consonant sound.

The decision to use "an" still relies on the sound of the first word that follows. So for "MBA" the sound is "emmm", which is a vowel sound. For "Missionary" the sound is "mih" which is a consonant sound.

Is the "R" sound out as "Rrr" or "Arr"?


RCE == Remote Code Execution. It's not a word, it's three letters.

Definitely "arr" in the acronym. I can't imagine anyone saying "rrrrrkee..." or "rrrrrsee..." , it's "ar-see-ee".
