It has a fee of 0.0046824 to cover the three unconfirmed transactions behind it at 60 Satoshis per byte. It also opts into RBF so that if the fee is too low it can be increased later with less trouble.
Since this is unsigned, you will need to sign it. AFAIK blockchain.info does not allow you to sign raw transactions so you will need to do this manually. You will need to export the private key to 123qgNPr4sAntoipa6GbiNnBpEF9Syjgdq. You have a few options for signing:
a) Use a tool like coinb.in to sign the raw transactions
b) Ask a trusted member to sign it for you.
I recommend that you use option a as that does not reveal your private key to others. Option b will require that you give your private key to another person.
After the transaction is signed, then you must push it to the Bitcoin network. You can post the raw here and people will do it for you. You can also use various pushtx interfaces to do that.
