No miners here on the forum can do that because most of them are mining on the pool so they can't able to include your transaction to confirm.

About your transaction, we do not know when will this transaction be confirmed it defends on the network.
It seems today the lowest fee from previously mined blocks is 12sat/byte. You can wait until next week since the transaction was created a week ago.
After this week if the transaction is still unconfirmed you should contact the sender because it will automatically rejected by the nodes and tell him to use the fee recommended by mempool.space.

As said 14 days is the time period when most nodes will drop your TX from mempool and its already 1 week since the TX broadcasted now you may have to wait for one more week to see the transaction disappear from your exchange wallet.

So the user has to send the amount back to you with a higher fee if you don't want to get into the same situation.

Paying a miner for $350 worth of TX is most likely not possible, it can be done but you need to find a miner to do that which is unlikely possible in 2023 even in bitcointalk.

I am not sure this transacted amount is for a payment or something but as others said don't accept this as payment until you see at least one confirmation.

Well, ViaBTC does have a paid service, I just tried it on your transaction. It would cost you ~120 USD. I don't see why you would want to pay that for the amount you're transacting though, you're better off waiting.
Binance pool is cheaper than ViaBTC, but not also advisable because it is still too high. He will pay $67 if it is Binance pool. But, provided if he is a Binance user.

But generally, paid accelerators are not advisable to be used due to the high fee needed.

But because the transaction is supporting replace-by-fee, I think the best option is to convince the sender to increase the fee.

Well, ViaBTC does have a paid service, I just tried it on your transaction. It would cost you ~120 USD. I don't see why you would want to pay that for the amount you're transacting though, you're better off waiting.

After 14 days, most nodes would have dropped the transaction from their mempool and the sender will be able to rebroadcast the transaction again, but which can be to another address if he wants.

Mempool has not be less congested lately to the extent that transaction of 10 sat/vbyte are getting confirmed. The least seen recently is 14 sat/vbyte.

You can wait because maybe the mempool can become less congested, but the probability that the transaction will be confirmed is very low.

Do not accept the transaction until it is confirmed. And always tell him to pump the fee.

Even if the transaction size was 500 bytes or less, it would still be impossible to submit it to ViaBTC free accelerator.
To submit a transaction to ViaBTC free accelerator, it must have the free rate of at least 10 sat/byte. The transaction in question has been made with the fee rate of only 4.98 sat/byte.

You do not have the private key. You have no option than to tell the sender to pump the fee. Do not accept unconfirmed transaction.

If he is not answering you, you can use child-pay-for-parent to pump the fee on wallets like Electrum or Bluewallet. If you use child-pay-for-parent to pump the fee, use 26 sat/vbyte.

By using child-pay-for-parent, you will send part or all the unconfirmed transaction to another address on your wallet. Before a miner can include your transaction (child transaction ) into a block, the miner has to include the parent transaction (this unconfirmed transaction) into a block as well, but the fee you paid for your transaction which is enough to get two transactions confirmed will make a miner to include both transaction into the same block early.
