im having trouble loading my private keys into electrum. is the sweep option the one im looking for?
No... sweep is used to send the coins from the private keys... it isn't an import.

To import, use "file -> new\restore -> import bitcoin address or private keys"... Then copy/paste your private keys

im using blockchain wallet and i have the address imported into it and have access to the private keys for it on blockchain. So it was $80 in there then It only let me send $20 of it. Now it says $60 but when I select to send the coins from blockchain it says I dont have anything

You're trying to spent dust i think, which results in absurd fees, thus making you only able to spend 20$, the rest (40$) will be used as fees, or are not worth it to be spend because the fees are higher then the value of the bitcoins itself?

Try to import the private keys in a wallet such as electrum, then set your own fees, ( 1 sat/b) and try to accelerate it on a tx accelerator like antpool, that is probably going to be your only bet to get your transaction to confirm.

which kind of wallet do you use?

I have about 60 dollars on an imported address in my blockchain. I try to send it to another address but it wont let me send ANY of the btc over while giving me that message.
