I meet the same problem, can someone help with it pls?
Have you set the option in Security & Privacy on macOS to allow apps downloaded from other than the App Store?
If not, try typing the following command line in the terminal to turn off the Gatekeeper feature.

Code:
sudo spctl --master-disable

Then, select' Anywhere' in the 'Allow apps download from:' option.

Meanwhile, if you have previously installed Bitcoin Core and want to install the latest version without deleting or overwriting the old version, try changing the name of the previous Bitcoin Core app first. I implemented it on macOS by renaming the Bitcoin Core App and adding a version number to differentiate it.

If you encounter OP problems in exactly the same way, do the following.

So make sure you unmount any currently mounted Bitcoin Core installation drive, to make sure you did not mistake it with the older version, then click the dmg and check the mounted drive.

Try to check the Bitcoin-Core mounted drive on the "Locations" sidebar of Finder.

This might have to do with the security settings that prevent applications from unidentified developers or those that are not downloaded by the Appstore.
OP problem has nothing to do with binary notarization. It is a different matter.

Are you guys aware of anyone in the Bitcoin Core project who might be interested in covering those expenses?
The notarization has already been talked about. But it's hardly about money problems. See https://github.com/bitcoin/bitcoin/issues/15774.

This might have to do with the security settings that prevent applications from unidentified developers or those that are not downloaded by the Appstore.
But there is a fix for that:

1. Press control when opening Bitcoin Core
2. Select open from the context menu
3. Click open once again when the dialog window pops up.

On this way Bitcoin Core will be added as an exception. From now an it should work like an registered/identified app.

I don't think getting the binaries notarized with Windows and Mac certificates (Linux does not use such a feature) for their respective builds should be expensive to obtain though - should only be a few dozen dollars for a certificate. Are you guys aware of anyone in the Bitcoin Core project who might be interested in covering those expenses?

I can replicate the issue and it seems it is just the way it is. It flashes but .dmg is mounted, just check the mounted drive/folder.

I tested on the older version of Bitcoin Core 24.0 the dmg installation file also flashes, but on 23.0 the drag-and-drop installation method popped out.

So make sure you unmount any currently mounted Bitcoin Core installation drive, to make sure you did not mistake it with the older version, then click the dmg and check the mounted drive.

Since you installed version 22.0 recently maybe the Bitcoin core is still open or running in the background you should close/shut down it completely before you install the latest version or just copy the open source code from Github and paste it to /Applications/Bitcoin-Qt folder.
This guide is on their release note here How To Upgrade.

Also take note you made a two thread you should delete this one below

Bitcoin Client Software and Version Number: 25.0
Operating System: Mac OSX 13.4.1
System Hardware Specs: Macbook Air 8GB Ram 256GB SSD Quad core Silicon

Description of Problem: I was trying to install bitcoin core on my Mac. I originally downloaded the 22.0 version which opened up just fine. Until I realized the most up to date version is 25. So then I downloaded the .dmg file. However, version 25 will not open, it just flashes for a second and I see nothing.
Any possible recommendations?
