I'd say that the title says it all. For years USA had been telling Poland that they are allies but nothing specific came out of it. For example Polish people still need visas to be able to travel to USA, although every president of USA claims that Poland is very important partner for americans.
Not sure what's in it for the Polish citizens, but there may have been some secret deals:
