As the title says, implement 4MB now. Whatever other issues there are they can continue to be debated.

Would require a hardfork, most are not ready for one.

No. I would rather a consensus based system that allows us to back down on size if we find it is need without then requiring and additional fork.

Well we are all hoping for a consensus based solution but I don't mind if it will result in a hard fork or a soft fork. I'm for the solution and not the politics so any will do in my opinion.

4 MB as a "base" value for Segwit or 4 MB alone without segwit?

4 MB and Segwit, for now, is too much, as it would mean up to 16 MB blocks (probably actually up to ~8 MB with the actual transaction pattern). That can be discussed as a long-term goal but not as a solution to implement "right now" without proper testing.
