I had no issues voting or running a poll when I was that low and a newbie!
You cannot know this for sure. I mean rules changes. Permissions for user interactions could change in one click of an admin.So we must get confirmation from forum moderators/admin that newbies can still make polls/vote.

and a user reported being unable to vote for it.
Are there any BitcoinTalk forum limitations for this? could it be because user is Newbie with 8 posts?
