Yes, you can buy it there on Poloniex, it's not a scam site, it's the biggest exchange in the crypto world, at the moment.

I've bought a lot of coins there as I trade on poloniex but never had problems withdrawing anything so far. Even had a big transaction where I was able to max out the daily limits of poloniex. You might have to check with them and it would be better to show that you did buy ETH and you have a withdrawal on your history.
Well open a support ticket and see if they will answer you. Lately there has been issue with Poloniex so I don't know if you are aware of it. I'm assuming if you have bought it like 4 days ago, it should be in your wallet by now. I think Poloniex right now is overloading, new casual investors are going to crypto right now because of the huge price of bitcoin and altcoin as well that's why they are really having problems.
