The only vital point I picked in this news is the automatic conversion of cryptocurrency/bitcoin into dollars if not that I don't see any big news in this and as such I will say we rather focus more on development. But then again this will excite some crypto lovers.

Good news about bitcoin adoption has begun to appear frequently in the media space. First the Lugano news, then the Honduras rumor, now Portsmouth is next. I believe this will be a new trend in the crypto industry. Many people have been waiting for bitcoin adopting to appear in other countries after El Salvador, but it's growing faster in individual cities. New cities on the bitcoin adoption map will appear much more often than bitcoin countries. Even though the scale of the country is larger than the scale of the individual locality, I think it will still help accelerate bitcoin adoption even faster.

it would be extraordinary if Portsmouth would become the city of bitcoin, with this it could make the value of bitcoin continue to be in a stable condition, the number of cryptocurrency transactions.bitcoin automatically began to be accepted by various groups, considering that portsmouth is one of the cities in the world. big countries to set bitcoin legalization.and we also really hope that this can be realized as soon as possible

 In order for citizens to have more payment options, the city of Portsmouth, located in New Hampshire, allowed residents to cancel services with Bitcoin or any other cryptocurrency;
Cancel services? I guess you meant pay services.

That article from Cointelegraph is not entirely correct when they mentioned that people of Portsmouth will be able to pay their bills with any cryptocurrency because it will be only possible via PayPal so if you wanted to pay directly from your own personal BTC wallet, tough luck. AFAIK, you can only buy/sell four cryptocurrencies on PayPal at the moment: BTC, LTC., ETH and BCH so you will be limited to those. Even though it's not a real crypto adoption in the full sense of the word, but it's still a small move forward.

I don't see much point in getting rid of a good currency that appreciates, and keeping the shitty currency that depreciates, although there may be exceptions to this, such as people who get all or most of their income in Bitcoin, or people who own a lot of Bitcoin.
Keep in mind that being usable is what keeps Bitcoin to appreciate. True, Bitcoin shifted more towards being store of value but nevertheless I don't think it's a good idea to completely ignore its original purpose and use it to pay for something when you have a chance.

  In order for citizens to have more payment options, the city of Portsmouth, located in New Hampshire, allowed residents to cancel services with Bitcoin or any other cryptocurrency; the mayor McEachern of said population, was the one who proposed the idea, and he presented it thinking about the near future, where it would affect them in some way not to get involved with these technologies since, most of the countries will update and use these digital currencies, He said that "there are lots of new things that will affect us in terms of our future that use the type of technology used in cryptocurrencies", which is why the city council took the task of educating itself with the management of blockchain technology and cryptocurrencies, also implementing a payment method that immediately converts the digital assets entered into dollars so as not to affect the traditional monetary practices of the city

How will this action positively and negatively affect the citizens of Portsmouth?

Well, even if they automatically convert it to dollars it is good news. All steps towards greater use and normalization of Bitcoin are positive.

But I don't really think it will affect the lives of its citizens, at least most of them and in the short term; as most will not own Bitcoin, and many of those who do own Bitcoin will prefer to use fiat to pay fees for example, than to use Bitcoin. I don't see much point in getting rid of a good currency that appreciates, and keeping the shitty currency that depreciates, although there may be exceptions to this, such as people who get all or most of their income in Bitcoin, or people who own a lot of Bitcoin.

certainly this is good news for future developments for crypto, bearing in mind that several cities across the US are turning to cryptocurrencies with Colorado and California at the forefront, Portsmouth, New Hampshire, will be the latest city to allow residents to pay their bills in cryptocurrencies. The advantages of the city of Portsmouth are starting to follow, as a small city asset adoption will be agile and easily scalable.

the race is on for other US cities to accept crypto, we will hear more updates in the future. maybe this will be an embryo for cities other than in the US to also be able to do.
all are in a race with progress that it is inevitable that the need to use crypto is very important and necessary because of the ease with which it can be accepted.

This isn't gonna make a big change positive/negative among the population of Portsmouth. The Mayor have clearly said, the management have studied well about the cryptocurrencies and the technology that can make big changes in the future.

The government have prepared themselves and have decided to provide more payment choice to its people and nothing big. Also in his statement he has mentioned that the payment received in terms of bitcoin for any services will be converted to US dollar instantly. So, it is just a payment gateway and nothing big for now.
