What you're talking about is activity, not post count, your activity increases only every 14 days.
You can post infinite posts in a week but your activity will rise after every week.
It should be every 2 weeks instead.

I am pretty sure you are talking about your "activity" rather than "post count".

In short, your activity will be capped at 42 until you make a post in the next period that starts at 09:53:20 UTC tomorrow.

Profile > Forum Profile Information > Show post count by posts: select it and press Change profile.
