Suggest they move it to the correct board, and explain how they can do this.

This will reduce the amount of work for the mods.

Mostly what jackg said, but in addition to that what I like to do is attempt to inform the user of their mistake and where to find information to avoid future mistakes. I'm sure if a staff member believes the user to be acting abusively or maliciously then they will handle it accordingly.

For what you are decribing, I would probably quote them from mprep's "Unofficial list of (Official) Bitcointalk.org rules, guidelines, FAQ", found here : https://bitcointalksearch.org/topic/unofficial-list-of-official-bitcointalkorg-rules-guidelines-faq-703657

More specifically I would point them to the "Guidelines for threads" section of the thread, because that's the relevant information in this case. Again though, if you believe it to be spam, malicious or that it would just be a waste of your time then either ignore it or report it.

Just report it to a mod.
The OP isn't using any understandable English so it would probably just get deleted.

Otherwise, if it is understandable, a mod will move it to the right section.
