Are you sure it's registered in 2013? Wouldn't it then have a lot more potential activity?
It depends on how many activity periods the account has posted in. If it has only posted 10 posts in 10 separate periods, then it is 10 * 14 = 140 potential activity.
I'm willing to bet this gets removed. + the ban hammer.
