Personally, my Mining Rig rarely does under-volts even almost all my rigs doesn't under-volts because I think to do that will affect the durability, especially for GPUs.

I’m sure that you have very bad power supply with efficiency less than 80%. Also try to check BIOS sittings related to CPU power consumption and Power settings in Windows. While mining every RX580 has to use not more than 120 watt. You have to undervolt it.

You need to modify the BIOS and undervolt your GPUs by a suitable aux software like overdriventool. My 13 RX580 rig draws 1750W on the wall. around 150 is for MOBO/CPU and the GPUs each about 120W per card under full load.

GPU-z is not accurate, put a Wattmeter at work to know your real power consumption. When I first bought a Rx 570 mini ITX rig, I immediately got that back at the shop because my Wattmeter was reading 980-1034 watt power consumption in total mining Ethereum with Corsair Platinum PSU. Bios was modified and I thought since they were only with one fan would consume less energy. This was not the case and I got a rig with RX 570 Sapphire Pulse which consume about the same but the hashrate is better and also the cooling.

No you can't, they think is less than 100w but it is not, my friend has a rx 580 working 24/7 with 0.7v and it still uses 120w. There are golden core gpus that use less power but that is like 10w at best and it's very rare, 1 in 10 thousand gpus. Anybody saying their rx 580 doing 30mhs using less than 100w are lying, the best they can get in all probable cases at maximum is 110w. Also what matters is at wall. For example, my friend has 6x580 working at 0.7v and the whole system does 766w at wall, so divided by 6 = 127.6w, titanium psu. 94% efficiency, cant be better than that, the celeron might be using 35w other things 50w. so 766w - 85 = 681 /6 = 113w, even removing the usage of other components we still cant hit 100w per gpu. All lies whoever say it is less than 100w.

Maybe those trolls who say their rx 580 use less than 100w say that to make them feel better, it's all a lie and if they show is not, do not believe, do yourself a test and make your own conclusions.

I think someone can make 100w below with rx580 did you tried it to modify the bios with polaris mod tool you can try following the guides here https://bitcointalksearch.org/topic/guidetutorialxmrethhow-to-mod-bios-rx470570480580-vega-mining-1954245
Then try to undervolt it again and test make sure you use a correct driver then use the overdrive tool this tool looks like watt-tool so you can modify the wattage with higher hashrate..

you need to underclock it a lot in order to save power, default rx 580 uses 230w, 1.10v, default rx 480 much less, around 180w, mining eth, uses 130w with the best settings you can get, also cpu uses 65w.

I am currently using an Asrock m/b Rysen 5 1400 cpu with 8 gb memory. Psu is 750W
My issues is with the power draw. When system is idling it uses about 150 W
When I start mining with the first card (sapphire nitro+ RX 580 8 gb mem) it jumps up to 400 watts! Then plugging in the second card (gigabyte RX 580 4 gb) it goes to 700 watts.
Is there any way to get this down?  The cards themselves have been modded and using claymore I’ve under olted them. They use 100W and 110W according to GPU-Z. I guess this is not accurate if looking at the power draw at the wall.
Any help will be appreciated!!

The watt meter is new so unless its was a dud should still be ok.

You can check at the PSUs body, the information about your PSU efficiency will show around there. Or you can write here your PSU brands and type, So we can check it online.

I am installing the blockchain drivers to see if it makes a difference.

Yes, go on! Then report it after, that will be another member reference that has the same problem.

It does measure the system @160-180W at idle which I presume is about right?

You forgot to tell us about your PSU efficiency.
But yes, it's a bit strange with that current setup, your rig's power draw was 700 W at the wall, moreover, your cards been moded.

of course physical measurement tools more accurate than software, but are you sure your watt meter isn't broke?
