Try to:

1. PSU more than 700W suggested 1000W. if still has a problem go to below steps

2. Check cable USB Riser from/to PSU.

3. Move to another slot PCIex1.

4. Plug a GPU directly to PCIex16 on MB and if doesn't have a problem, you must buy a PCIex16 Riser.

I've a question, I have a 700W Power supply(non modular) , and currently a gtx 1080 and one gtx 1060 3GB. So the miner shows that I'm using about 200W for this gtx, if I connect one more gtx 1060 3GB and I start the miner, it shows errors like it hasn't enought power, and the last gpu stops running but the fan go 100%.

So I've tried to limit the % of power per each gpu and the result is, that 2 of them go well but the third doesn't use power.

Shouldn't I have enough power with 700W? Or it could be because the pow isn't modular?

You need another, or a bigger power supply.  The 700W unit is not enough.  It has nothing to do with it no being modular, all that ,means is that the cables can be swapped out depending on what needs power.  It keeps the inside of the PC case clean looking.

700W non 80+ silver is not enough.
700W 80+ bronze gives 574W. output.
700W 80+ silver gives 595W output.

Consider you have to feed: MB + CPU + RAM + SSD/HDD + GPUs.

700W is enough for u, becouse 250W(1080ti)+100W(1060)+100W(1060)+100W(system).
The output is simple - connect another power supply, and see what happens.
If everything is normal, then the problem is in the power supply unit itself or in its wires, which also happens.
If the miner will write the same error, then either the miner is dead, or something with drivers or a windows system.
