I recently picked up a Powercolor r9 280x and I'm curious about one thing - there is apparently no GPU temperature sensor. I can see 2 VRM temp readings in gpu-z, but without a GPU temp reading I can't use overheat protection or auto-fan.

I haven't read anything online about this, is this normal for powercolor cards?

may be you got a faulty card.

Sounds very strange, since my 5850's have temperature -readings. I can't see any reason why any GPU-manufacturer would try to save
costs in a such an important piece of hardware.

Maybe you don't have right drivers or gpu-z just can't read the temperatures? Just guessing, but those are the things that popped to my mind.
