Go to the magazine of a public library and pull out all the subscription cards. Sign up the target of your joke for all of them. The December issues normally have special cards via which one can purchase gift subscriptions for other people. Throw in a couple of those for good measure.
My practical joke is when guests come to my house, I say "Go ahead and use my Wifi". I promptly find that person's device, and quarantine it from the internet. Their responses are friggin' hilarious.
It's even more hilarious to do this.
