So basically, you want to collect money to fund only ideas because to create MVP, there must be a fully functioned team (developers), and it needs real money. Even a proper whitepaper will cost them money. So the idea of PRE-IEO is flawed from the beginning because if the team has an MVP and a proper whitepaper, they can go directly for ICO/IEO. If not, only dumb investors would fund them.

The essence of the idea in conducting PRE-IEO. It can be compared to a closed round of investments, where a pool of investors at an early stage invests in a project, in return receiving the most favorable conditions than later investors. The difference is that anyone can invest in pre-ieo.
Now in more detail. A platform is being created on which startups submit their applications for investment with the aim of listing on the stock exchange and conducting IEO. Investors invest in their favorite projects. The money received from investors is not transferred to the team, but is transferred directly to the exchange that the projects will choose. Each project offers certain conditions for investors, respectively.
