Under certain conditions, IPs can get completely blocked temporarily. There's really no other option if an attack is coming from a certain IP. You'll just have to try another IP if this happens and wait for the other IP to get automatically unbanned after a while.

The block has been cleared in the last 8 hours.
It's back to working on the IP I was connecting through.
(and yes the whole time all my other web browsing that goes through that vpn worked)

What error message did you receive when you tried to access via a PIA gateway?

Could you replicate the issue with multiple gateways, or was it just one?
It appears to be a complete IP block, even a ping gets no reply, it appears to be a full block of the particular IP I'm 'connected to'.

Has PIA stopped supporting bitcointalk and thus bitcointalk decided to block PIA vpn IPs?

This is only in the last day, my PIA vpn cannot access the forum.
