You only have to look at the times that the merit was given and it is quite clear that it was deliberate. The sent and received merit happens within minutes of each other. They are clearly exchanging the merit.

I found another level up for this user: this is the second time he level up in a shady way.
This users has a lot of accounts and an older accusation. I will post in on post number 2 of this thread.
