i believe you need to have a Total Time Logged At Least 4 hours, and at least 10 reply's in the newbie forum area.

You have to be actively browsing the site or it doesn't count

also, once your time is up, you need to log out and back in.
I'm wondering a similar thing - is it hours after your 5th post?
You have to be logged in and active for four hours - the timer at the top left under your profile name tells you your "forum time" so far.
