It seems that you download fake Electron Cash wallet and before that you did not move BTC from your Electrum wallet.In this combination hacker is get your private key and he steal your BTC.Did you download Electron Cash from this site : https://electroncash.org/

Hacker is use very high fee 0.02402377 BTC to move BTC to his address and now you can not do anything,transaction have 45 confirmation.Download original Electron Cash wallet and try to import that private key,but I doubt hacker has not already done that and steal also your BCH.

By download fake wallet and not first empty Electrum BTC wallet you make tragic mistake,you could at least save your BTC.
