I make purchases on Alibaba all the time. Honestly speaking, I haven't faced any issues yet. Have you tried addressing its customer service? I called there via alibaba phone number and they helped me to solve the issue within a few minutes.

Visa cards and mastercard cards are more commonly used for online shopping. Maybe it's a problem in your country that you can't make online payments from there if you want to buy products from foreign sites you have to pay in dollar currency you need to have a credit card and passport for that otherwise you have to have a paypal account. Besides there is the problem of customs and post office you can see them talking to the site.

You probably reached your daily limit or the limit they allocated for your card, graphics cards are expensive so you may not did the conversion of your native currency to USD value that is why there is a misunderstanding.

If you have money then try other payment modes or better buy on local shops.

Anyone from Africa buying things from AliExpress or Alibaba with their master card straight from bank account? I can't seem to find a way around this and  my master card works on other online stores, I just want to buy me some graphic cards

You should probably move the question to Off-topic, as this is not at all relevant to newbie topics.
But on your question, I can answer that visa and master cards work great for paying for goods in this online store. Try to contact the sellers directly.
I will drop a picture below of what I'm getting but I don't think it's safe to make payment directly to seller because if anything goes wrong I won't be getting a refund unless the seller is a good person

i have the same problem recently and yes UserU is correct it is our bank problem , after contacting my bank and take action , my next purchase is successfully granted .

From the error, it's pretty clear that either your card or bank account has reached its spending limit.

Give them a call to find out.
He's right, it's about the limit. @OP with such an error code, you can easily find what does it mean by searching for it or by just googling it.

Here is the meaning of error codes from AliExpress.
