Also happened to a PC I used it, turned out it was the firewall and/or the antivirus blocking it. Check your settings and temporarily disable your Antivirus software.
I'd also advise you to reinstall the miner after doing the above, there's a slight chance some files may have been deleted by the AV.

emm, I would try with Nicehash miner or Nicehash miner Legacy versions. Or maybe you just need to add new rule to win firewall.

I tried that but no luck

is there any specific reason why your using windows server 2008? have you tried windows 7? i would have to say that there is a slight chance you windows version is causing this!
Because they are VPS
How about windows server 2012?
the issue with windows servers is they require a mush larger knowledge base as to maintain and use them correctly! if you are absolutely requiring a windows server version then you might want to change mining software as im sure the nicehash miner works on a compatible system.  windows 7/10  .windows server by default blocks many functions from the moment of install and even that is subject to differ depending on who created the install script.

This may or may not be the source of your current problem, but most VPS providers have been cracking down on use of their hardware for cryptocurrency mining or most other processes that appear to be pegging the processors for extended periods of time.
