There is a lot of confusing information that OP has shared here. Bitcoin Core with a seed phrase, email, and account credentials. The language barrier also doesn't help.

That "seed phrase" that you had, do you remember how it looked like?
Was it one long string with letters and numbers or was it divided into 12/24 parts and made up of real English words?
What letter does it begin with?

Can you tell us the site where you downloaded your wallet software from? Do you remember it, have it saved somewhere? 
If you do a Google search on "bitcoin core software" and look at the pictures, is that how your wallet used to look like or was it different?
Can you post a link to a picture from Google of how your wallet looked like in the past?

What "credentials" are you talking about? Bitcoin Core has exactly one type of "credential"... the wallet passphrase (it's just an encryption password) and for that to be useful, you absolutely 100% require the wallet.dat file.

If you don't have access to the wallet.dat file, you're not recovering your Bitcoin Core wallet.

So the seed phrase you had written down belongs to another wallet. Even if you manage to find that seed phrase, it won't help you to recover your fund in bitcoin core.
As already said, bitcoin core doesn't support seed phrase at all.
Also, you have no chance to recover your fund using your email address.

This sounds like a hardware issue,
so if it's the case, do not attempt to do the recovery right away because powering the disk will further damage the "disk platter" that could render it useless.
I'd suggest you to let a computer hardware technician to fix the disk before trying to recover your wallet from it (someone really good because HDDs are fragile).

Are you certain about this?
If yes, then it's not Bitcoin Core, there are too many possible wallets that use "seed phrase" it'll be easier to find if you can remember the wallet name.

Here's a few (Desktop wallet with seed phrase): Electrum, Wasabi, Green, Bither and Bitpay.

For wallets that use a seed mnemonic ie. 12/24 words (NOTE: Bitcoin Core does NOT use this backup method)... If you don't have the seed mnemonic (ie. you lost your paper), and you don't have access to the wallet file, then there is nothing you can do. Your coins are lost.

For Bitcoin Core, it doesn't use 12/24 words seed mnemonic... so you absolutely must have the wallet.dat (or some other record of the private key). Without those, you will not be able to recover your coins.

Are you sure you are talking about a bitcoin core wallet?
You don't use any email address when creating a wallet in bitcoin core at all and there is no prviate question.
If you used an email address for creating the wallet, it should be a custodial service like an exchange.

First thing is that the HDD where you had all that have to not be started. If you installed a new operating system on it and that's what you are using, the chances for recovery are slim.

If he only installed a new operating system after flashing, then the chances of recovery are much higher assuming it is a quite large hard disk (>=256GB), because only a few gigabytes of data are written as part of an OS installation.

My post was also contained the part "and that's what you are using", i.e. other parts were also rewritten, and being rewritten with every new thing he's doing on his PC (of course, depending on the OS and software).
Of course, the bigger the HDD, the better the chance the old files can be recovered, but he should stop using that HDD.

If you have a spare computer, try to plug the hard drive inside of that one, using the cord.

Bonjour à tous merci pour toute vos informations alors je vais essayer de voir avec le fichier wallet.data mais malheuresement les données de bitcoin core était disponible sur mon ancien ordinateur je l'ai encore mais durant le tééléchargement de bitcooin core il restait 1 ou 2 ans ou moins l'ordia vriller et quand je le rallumé il me mettait un "ecran noire impossible d'allez sur la session ou même de lancer l'executeur de bitcoin ,j'ai donc enlever le disque dur et n'ayant pas trop de moyen  j'ai était au quartier informatique chinois a PARIS en FRANCE et j'ai trouvé un magasin qui m'a vendu un fil cordon pour reliez le disque dur en port usb sur un de leur ordinateur  malheuresement l'ordi n'était pas assez puissant et le disque dur a flasher c'estt a dire que le disque dedans ne tourner plus!!!!merci de votre aide je vais essayer le fichier wallet.data et vous retiendrais au courant

I also think that you should get some professional help and if possible, under your supervision (to avoid stealing; keep in mind that anyone who has your keys can spend the coins).
You seem to confuse terms here - for example bitcoin core doesn't use seed phrase, HDDs are not flashed - and somebody may have to actually try to see what you have there.

Download it and run it on your computer It will try find your wallet.dat. Hopefully you will be able to recover it. Just look where you stored it when you run the program.

Recuva is definitely worth a try. Unless the wallet.dat file your are looking for is on a separate hard disk from your operating system it would probably be wiser to remove the hard disk from your old PC though; then place it into an external hard drive enclosure to turn it into an external hard drive and attempt recovery from another computer. Otherwise even something small as installing Recuva itself may overwrite what is potentially left of your wallet.dat file.

Depending on the sums involved and your experience in handling computer hardware and software it may be worth considering a professional service as mentioned by nc50lc though.

You should be looking for the "wallet.dat" instead of seed just as explained above.

For the chance of recovery, it's based on how the 'old computer' was used after you "flashed" it (formatted?).
Also depending on how it's formatted, if it's the "quick" method, it's may be recoverable; if the "slow" method, it may be overwritten already.

If the HDD/old computer was just stored unused and just formatted the usual, then the chance to recover the file without corruption is high.
The sensitive part is the actual recovery process which should be done by professional if you're not confident in handling computer hardware and software because you can potentially damage the recoverable wallet.dat file with your attempt to recover it.
Unfortunately, all I can do is to inform you these and I can't help with the recovery process.

Bitcoin core doesn't support seed phrase at all. So, don't waste your time finding a seed phrase.
For recovering your bitcoin, you must either have the wallet.dat file (+ password if that's encrypted) or your private key(s). Otherwise, there's nothing you can do.
