Ok i got the 7870 to get 290Kh/s.

Guiminer Scrypt
thread concurrency 5120
GPU threads 2
worksize 256
intensity 12
vectors 1

any ideas how i can get it further than 290???  I think this card still has a lot more in it.

try gpu-thread to 2, and lower the intensity. My 7970 actually has the peak performance at Intensity 13.
i have tried 2 threads with a lower intensity with different thread concurrencys from 5100 to 8000 and got about the same hash rate as 1 thread, high intensity and high thread concurrency of 16000.  what thread concurrency do you use with gpu-thread 2

right from what iv found out you should be getting around 450-500khs i assume you mining litecoin been as it khs
lets start with a bit more info such as
PSU?
miner software?
mining pool?
and temp and speed of card from inside ATI VISION ENGINE
1) Yes i am mining litecoin
2)PSU is OCZ ModXStream Pro 600W
3)I have used cgminer 2.11.4 and 2.11.3 and also guiminer scrypt - all result in the same hashrates
4)I have been using notroll.in recently, i have also used coinotron.com
5)activity:99%
core clock :1050
Mem clock:1200
temp: 70
power: 0%
these are the readings for the 7870...the 6870 does not show up? maybe becuase i do not have a display plugged into it?  also these are from catalyst control center, is that the same thing as vision engine?

hi i belive the problem is the fact you have 2 diffrent generations of card in the same computer pretty amazed you got them mining at all you could try swapping the cards over so the in gpu is the most powerful but if you notice how 99.9%of mining hardware is set up they use the same generation of card for a reason
I thought this might be the problem.  But i have tested both cards out without the other installed in the computer and i get the exact same hash rates.  So i do not think they were conflicting with each other.  I was mining originally with only the 6870 and i was getting 295Kh/s.  When i bought the new 7870 and installed it and the hash rate was low my initial though was that it was due to having 2 different cards.  When I tested it with only the 7870 installed i was still getting the low hash rates. of about 270 Kh/s.

I have searched every where and tried every setting imaginable and i cannot get my new 7870 above 270Kh/s.  I have 2 video cards a 6870 which mines at around 295 Kh/s and the 7870 mining at 270Kh/s.  I am using cgminer 2.11.4 and have also downloaded and tried cgminer 2.11.3.  here is my config command:

cgminer --scrypt -o pool:port -u username -p password --intensity 18,19 --worksize 256 --gpu-threads 1 --thread-concurrency 6720,16128 --auto-fan --auto-gpu  --temp-target 68

GPU0 is the 6870 and GPU1 is the 7870.

Can someone please help me modify these settings to maximize my hash rate.  I think the 6870 is doing pretty well but the 7870 should have a lot more in it.

6870: XFX HD-687A-ZHFC
7870: MSI R7870-2GD5T/OC
