Does this work like an URI shortener and annoy every friend I send links to with a) not knowing where they point and b) redirecting them through ads?  Or do the ones looking at the link even have to pay me in Bitcoins for it, annoying even more?
The latter.
The ones looking at the link have to pay you in Bitcoins to access your content (that can also contain a link to a page, a file, whatever).
If you think your content worth also a small fraction of bitcoin, there is no easier, fastest (I'd say no other) way to do that, this is also the reason why with bitcoin you can do something that doesn't make sense with other currencies.
But if you think that content is worthless, yes, it can be annoying.

At the same time, you can earn bitcoins.
Whenever you have a page or a file that has some value, you can put a bitkeyn link at a very cheap price
