I think its better if you hired one much earlier cause it would take time just for planning like; understanding and getting to know your project, analyzing what social media platforms to use or any promotional way that can efficiently help your project gets on its targeted goal.
Update: since the project is already builded, I think its better if you focus on paid promotion to target bounty participants, promote it on twitter and on this forum.
